Small towns in NJ were determined by looking at towns with a population under 15,000 that ranked high on our overall list. Glen Rock was the top town in Bergen County, thanks to its many stellar schools—consistently ranked among the best in New Jersey—picturesque tree-lined streets and things to do with the family. Think an arboretum, nature trails, bike paths and a charming downtown. Clinton in Hunterdon County is one of the most affordable in the state according to our algorithm. Chatham took the #3 ranking for Morris County overall, only being topped by Mendham Twp. and Harding.
